A website can look perfectly fine to a customer and still give Google very little to work with. We see this often with DIY websites, thin service pages and sites that were built without much thought given to SEO, page structure or local relevance.
The same thing can happen with a Google Business Profile. If the categories, services, business information or overall setup are weak, pushing rankings before fixing the profile can mean trying to build on a bad foundation.
